Abstract
Among the many challenges metalworking formulators need to understand is how to use the new GHS mixture rules to classify metalworking formulations. Another challenge is where to find raw material classification information if its not yet been provided by your raw material supplier. We will go through OSHA's new tiered approach for mixtures: use test data when available; use bridging principles if applicable and, if neither of these first two approaches work for you, how to estimate hazards based on known ingredient information. We will learn how to use the European Chemicals Agency's Classification and Labeling Inventory to ascertain classification information for raw materials and then work through the algorithms for skin and eye irritation and for acute toxicity. This will give formulators a head start in understanding how metalworking products will be classified under the new rules.
Biography
John K. Howell. Ph.D. has over 41 years experience in metal finishing and metalworking technology and in safety, health and environmental affairs. John received his BS and PhD degrees in Chemistry from Drexel University and a Master's degree in organizational development from Loyola University. After over twenty-three years at Castrol Industrial North America and predecessor companies, and eight years with DA Stuart as Safety, Health and Environmental Advisor and with Primagy Consultants, John is now Vice President, GHS Resources, Inc. Previously, John has served as Chairman, Independent Lubricant Manufacturers Association H&S Task Force and as a member of OSHA's Metalworking Fluids Standards Advisory Committee. John currently chairs ASTM Committee E34 on Occupational Health & Safety and is former Chair of E34.50 on Health & Safety Standards for Metalworking Fluids. John is also past Chair of the STLE Metalworking Fluid Steering Committee and Certification Subcommittee. John has published or presented many technical papers on metalworking fluid health and safety topics.
