Title/Topic: RICE MACT, the New EPA Regulations and the Need for Oil Analysis

Abstract: The EPA has new National Emission Standards for Hazardous Air Pollutants (NESHAP)for certain stationary engines that went into effect as of October 19, 2013. These new EPA regulations come under RICE MACT rules, which apply to any piece of equipment driven by stationary reciprocating internal combustion engines located at a major source of hazardous air pollutants (HAP). “RICE MACT” refers to “Reciprocating Internal Combustion Engines” (RICE) and “Maximum Achievable Control Technology” (MACT). Under these new regulations, many previously unregulated engines, including those designated for emergency use, are subject to federal regulation, including emission standards, control requirements, or management practices. This new regulation will require implementation of new processes when it comes to testing in-service engine oils. Oil and filter changes will be mandated depending on the Horse Power of the engine, engine design, and whether the application is emergency or non-emergency. This will impact the lubrication management practices. The use of in-service oil analysis allows for determining alternative oil change frequencies instead of the prescribed frequencies detailed in older regulations. This presentation covers the new regulation requirements and how oil analysis can help you remain compliant.

Presenter Bio: Michael Holloway CLS is currently Business Development Manager, ALS Tribology North America. Michael has worked in industry for 27 years for companies such as Olin Chemical, WR Grace, Rohm & Haas, General Electric and NCH Corporation focusing on technical development and reliability. He has written books on spend analysis, specification development, failure interpretation as well as process plant equipment operations, control, and reliability and recently wrote the Dictionary of Industrial Terms published through J. Wiley.
